  4.     The ties that bind Moscow and Havana have lately been
  5. tenuous at best, thanks mainly to Fidel Castro's refusal to
  6. heed the Kremlin line. The antagonism has intensified since
  7. Mikhail Gorbachev came to power, particularly since the Cuban
  8. President and his brother Raul, who is Defense Minister,
  9. rejected perestroika as nothing more than warmed-over
  10. capitalism. Now Cuban officials who have recently defected to
  11. the U.S. are suggesting that Soviet disenchantment with the
  12. Castro brothers has become so great that the Kremlin has
  13. discreetly begun seeking ways to replace them.

  15.     Some State Department officials claim that the Castro
  16. brothers are aware and have fought back. Fidel suspected that
  17. Major General Arnaldo Ochoa Sanchez, who was executed last
  18. month for drug dealing, was really acting under Soviet direction
  19. to topple the government. Most U.S. analysts, however, are
  20. skeptical that Soviet-Cuban relations have degenerated to the
  21. point of covert hostility. A Moscow-based diplomat who closely
  22. monitors Soviet-Cuban relations dismisses the possibility as
  23. "very farfetched."
